Gray by a longshot. Ice Cannon and it's over with. His Ice magic lets him make pretty much anything. Long range, short range he's got it all. Top if off he's as agile as Natsu.

Don'tknow why my post was deleted it made a valid point.... anyway, I'll just repeat myself. Copy and paste, what Marlie just said, and bring into the factor, that Gray, ice magic is strong enough to freeze fire. Fire that is stronger then what we seen from Azula, even during Sozen's Comet. There's really nothing she can do.
