At this time we can't really tell who would win in a war. It's obvious it would be close other wise one would have invaded an taken over the other. I don't think neither countries want to loose allot of people and in the progress start a 4th ninja war.
But I agree with a previous poster. If konoha were to be attacked right now, they would be in some deep, deep trouble. Konoha is NOTHING compared to what it was all those years ago. Now with jiraiya gone it has lost a huge percentage in strength as well.
Even so, it's hard to tell what kind of shinobi the cloud has. At konoha's side we know the exceptional shinobi they can bring to the table. Tsunade and kakashi for example. We know almost nothing about the cloud.

Who would win a war? We may never know:p

How was yugito stronger than gaara?

And how is the 3tail kyuubi stronger than the 2tails bijuu? Nibi is it?

People assume that the number of tails at the moment shows who is stronger. Like Yugito having 2 tails, therefore stronger than Gaara's 1 tail. Or when Naruto going 3 tails... apparently that makes him stronger than a full blown 2 tails.

I disagree, personally. We all know that the Kyuubi is stronger than the Nibi, but I don't think you can compare their strength so directly by looking at tail number at any given moment. Especially when Yugito has such full control over her Bijuu and can completely turn into it. Same with Gaara, kind of.

But kishi has NEVER said which is the strongest or how to tell which one is.

It's all pure speculation.

For all we know, nibi and kyuubi could fight one on one and the nibi could come out the victor.

after all "Kyuubi can destroy mountains and cause tsunami's with a swing of it's tail", wasn't that more or less the same description for shukaku?

^ I think its generally accepted by pretty much everyone that the Kyuubi is strongest, but I do not think that the power gap between One and Two Tails is that significant. Maybe between One and Six, but not between One and Two. And just because Naruto was using three tails does not make him stronger than a fully formed Two Tails jinchuuriki.

But at the same time, it could simply be a sort of elemental advantage aswell, if the bijuu's have elements.

I would have to agree at one point I was thing the tails may just represent some kind of elemtal advantages but they may have no significance of thier power. Each tailed beast has been quite a bit different from the other so I don't think it can be said that a 1 tails is weaker than any other tails and so on. I also can agree with that yes it has been said or beleived that the nine tails is the strongest. But under that assumption I would not assume the 8 is next and so one. I would also asusme that the tailed beast power can be contributed to the user, and how affective the users is at using the tails powers.

Yes the lightning country may have 2 tailed beast which may give them a significant advantage but they way be the weakest enven though it is the 2 and 8 tailes. Maybe that is why they have 2 because they were easy to get.

^Judging by what we seen, the 8tails is far from one of the weakest.

Also, shukaku had wind, so if he went up against, say one with lightning, then well, you be the judge lol

Konoha has sand as back up, but they're three days away, by that time, konoha could be gone.

Man, i thought this was obvious.

If the Hidden Cloud has two Jinchuriki it means that the 1st Hokage GAVE them two Bijuu to balance the power..

It's very likely the Hidden Cloud is a very small country and not just 1 Bijuu, but 2 was necessary for other villages to not want to get involved a war with them.

1st Hokage did it to balance power, meaning Konoha with no Bijuu is just as strong as Cloud with 2.

Er, NO, the Lightning Country is anything BUT small. Its actually really quite large, and one of the five major nations. And if you think that Bijuu have never changed hands in the last 80 or so years then you're smoking something.

Perhaps hidden cloud is comparitively weak militarily, to the other great shinobi lands. And that they were given more than one bijuu to compensate for that?

Is it so hard to "figure out" (i don't actually mean figure out),

There are NINE BIJUU and FIVE great nations.

The 1st hokage handed them out to balance the power etc.

So, if he had handed out five, that means he kept four, meaning it's far from balancing the power.

The most logical thing is, from my "point of view", is that each nation averagely got two bijuu and one nation got one, which may or may not of been the strongest.

Then over the years, the wild bijuu had simply "left" the nation in some someway, or left the village it was apart of.

And yes, over 80+ish years, the bijuu could of exchanged hands, after all, the 1st wouldn't of just let the kyuubi run wild or let the three tails run wild.

I don't find that to be more likely.

The first doesn't strike me as the type to just let bijuu go and be wild, even if he did hide them.

^ very true. Thats why I keep bring it up. The Konoha forces are still in bind. It may have been 3 years but the losses sustained in the Sound Invasion really hurt Konoha. It was a bloody miracle that the peace treaties with thheir enemies held up. Cloud or Mist could have rolled right up to the Gates and said, SURPRISE!!! BUTTSECKS!
